You open a PDF, a bill, a form, a scanned letter, and NVDA says almost nothing. Before you assume something is wrong with your screen reader, it is worth knowing that this is one of the most common frustrations blind and low vision computer users face, and it almost never has anything to do with NVDA itself. It comes down to how the PDF was made in the first place.
The Real Reason PDFs Give NVDA Trouble
A PDF is not one single kind of file. It is really a container that can hold very different things inside it, and NVDA can only work with what is actually there. Broadly, there are three categories worth knowing about if you want to read PDF with NVDA reliably.
Properly tagged PDFs
These are usually created from a program such as Microsoft Word, and they carry real structure underneath the surface: headings, reading order, and genuine text. NVDA reads these the way it reads any well-built document, without any extra effort from you.
Text-based PDFs with poor structure
The text is genuinely there, but the underlying reading order, headings, or layout may not have been set up correctly. NVDA can technically read these, but the experience can feel jumbled, with sentences arriving in an order that does not match the page you are picturing.
Scanned image PDFs
This is where NVDA goes completely silent, and it is the category behind most of the frustration people report. When a page is scanned or photographed and saved as a PDF, the computer is not looking at text at all. It is looking at a picture. A screen reader cannot read a picture, in the same way it cannot describe a photograph without help, until a process called optical character recognition, or OCR, converts that picture into real text.
Google Search Traffic and a Global Accessibility Problem
This is a bigger issue than it might seem from one frustrating afternoon. Google’s own research, shared when its Chrome and ChromeOS accessibility team partnered with its OCR team on this problem, found that a striking share of all PDFs on the web are effectively inaccessible to screen reader users, simply because they were never created with real, extractable text in the first place. That scale is exactly why several major companies, not just one, have quietly built free tools to solve it, and why it is worth knowing more than one of them.
Four Free Ways to Actually Fix It
The good news is that you do not need to buy anything, and you do not need to become a PDF expert. Here is the order we would actually try these in.
Start With Chrome, If You Are Already Using It
If you open your PDFs in Google Chrome, which a large share of screen reader users already do as their everyday browser, there is a real chance Chrome has been quietly solving this for you already. Chrome’s PDF viewer can automatically detect a scanned, inaccessible PDF and run OCR on it using Google’s own technology, right there in the browser, with no upload and no extra software. NVDA will typically announce something like this PDF is inaccessible, extracting text, powered by Google AI, and once that finishes, the document reads, searches, and copies exactly like a normal one. This is genuinely the easiest fix on this list, because for many people it requires no new habit at all, just opening the file the way they already do.
Try NVDA’s Own OCR for a Quick Check
NVDA has OCR built directly into it, and plenty of long-time users still do not know it is there. Moving your focus onto the image or content in question and pressing NVDA plus R runs Windows OCR on whatever is currently in focus. It is a genuinely useful quick test, particularly for a single image or a short section, though it tends to struggle with long or visually complex documents, since it works on the current object rather than intelligently working through an entire file. Treat it as your first quick check: if it gives you a clean result, you are finished, and if it does not, that is your cue to move to a fuller conversion.
Bring in Google Drive for the Bigger Jobs
For a longer scanned document, or one Chrome and NVDA plus R did not fully solve, Google Drive is a reliable next step. Upload the file, open its context menu, choose Open with, and select Google Docs. Drive will run OCR on the content and hand you back an editable, fully readable document. This works on plain image files too, such as a photographed flyer, not only PDFs, so there is no need to convert an image into a PDF first before using it. Let AI Explain It, Not Just Read It
The fourth method is a different kind of tool entirely. Uploading a PDF or image directly into an AI tool such as ChatGPT, Gemini, Claude or Copilot lets you ask for a summary, a specific detail, or an explanation in plain language, rather than reading the whole thing start to finish. This is also the method that copes best with a poorly structured PDF, the second category mentioned earlier, since the AI can often make sense of jumbled content even when the underlying reading order is a mess.
Other Screen Reader Methods for OCR
NVDA is a free and open source software, and a lot of its more advanced functionality, including additional OCR options, lives in community-built add-ons rather than the core program. So, there are add-ons that you can install to perform OCR which would do a better job than the regular NVDA OCR which was described above. JAWS also has a feature called Convenient OCR which is genuinely good. However, the tools covered here in this blog are more than adequate.
Beyond the Fix: Building PDF Confidence
